The Ministry of Transport and Communications of the Republic of Lithuania, Ministry of the Economy and Innovation of the Republic of Lithuania, the European GNSS Agency (GSA) and State Enterprise „Oro navigacija” are pleased to invite you to the Seminar on Europe’s satellite navigation programmes: EGNOS and Galileo. How they are benefitting Lithuania?
Satellite data-based technologies and applications are widely acknowledged as drivers for efficiency, productivity, reliability and economic growth. The European Union has made significant investments in the creation of Europe’s independent satellite navigation system, Galileo, and making space–related data available free to users.
This Seminar will show how space is the centre of today’s technological revolution and explain the benefits that the European flagship space programmes in satellite navigation are bringing to our daily lives. You will get familiar with the European space programmes EGNOS and Galileo as well as with satellite-based applications, projects and practices. The detailed Workshop Programme is provided below.

Carlo des Dorides
Executive Director, European GNSS Agency, GSA
Carlo des Dorides has over three decades of experience in the aerospace sector, with a focus on managing advanced satellite system programmes and operations. After receiving a degree in engineering from the University of Rome and an MBA from CUOA in Vicenza, Italy, he began a career at Alenia Spazio, where he managed a number of major satellite telecommunication projects.
Moving to the public sector, des Dorides served as Director of Programmes and Engineering at ENAV, the Italian air navigation service provider, where he was responsible for updating navigational technology at Italian airports and area control centres. He later led the Concession Department at the European GNSS Supervisory Authority and serviced as Chief Negotiator of the Galileo Public-Private Partnership/Concession contract at the Galileo Joint Undertaking. Before joining the GSA, des Dorides was responsible for defining the Galileo/EGNOS exploitation phase and the EGNOS operational phase at the European Commission.
Des Dorides has served as the GSA’s Executive Director since 2011.
Minister of Transport and Communications of the Republic of Lithuania
Rokas Masiulis was appointed Minister of Transport and Communications of Lithuania in 2016. Previously, Mr. Masiulis served as Minister of Energy.

Mindaugas Gustys has 13 years’ experience in air navigation field combines critical operational and safety decision making with long term strategic planning and extensive asset management. Leadership experience at SE ORO NAVIGACIJA has also been broadened with multiple governance and Board positions.
Telecommunications and Postal Attaché at Permanent Representation of Lithuania to the EU
In 2017, Mr.Gražvydas Jakubauskas became the Telecommunications and Postal Attaché at Permanent Representation of Lithuania to the EU in Brussels. He represents Lithuania at GNSS Programmes Committee in the Commission and Working Group on Intermodal Transport (Galileo) in the Council.
From 2012 to 2017, Mr. Jakubauskas served as Director of Roads and Aviation in the Ministry of Transport and Communications in Lithuania Previously, from 2010 to 2012 he served as Head of Innovation Division and from 2004 to 2010 he worked in Strategic Planning Division. From 2008 to 2013, G. Jakubauskas also worked as a part time lecturer at Vilnius Gedimino Technical University. 2010 through 2013, G. Jakubauskas was appointed as National expert of Transport (incl. Aeronautics) programmes within 7th Framework programme. In 2015-2017, G. Jakubauskas was a Deputy Project Leader of EU financed Twinning Project “Strengthening the Administrative and Performance Capacity of the Ministry of Transport and Transport institutions in Serbia, where he, as a Component Leader of Transport Strategy, was in charge of Multimodal transport strategy, Road safety and road infrastructure development strategy and Aviation Strategy for the republic of Serbia preparation.
He holds a Master Degree in Transport Logistics and PhD in Technologies (Intelligent Transport Systems).
Head of Communications, GSA
In 2009 Donna Reay became the Head of Communications for the GSA. From 2007 - 2009, Ms. Reay served as Communications Officer and Spokesperson for the agency. Previously, as Communications Officer for the European Commission’s Transport Research Directorate, she worked on a range of European transport and aerospace aspects, including European Space Policy, Security Research, and GMES (now Copernicus). Prior to her work within the European institutions, Ms. Reay worked as a communications consultant on a range of European research and technology initiatives in Brussels and held several communications management positions for private industry in the United States. She holds a Bachelor's Degree in Journalism and Communications from the University of Florida and a Masters in International Relations from Boston University.
Deputy Director of 112 Emergency Response Centre (112 ERC). Tadas Maroščikas has been serving in the 112 ERC since its establishment in 2003
He was in charge of the PSAP consolidation project as well as organised the Universal services directive’s Article 26 requirement on the provision of the location information from national mobile networks along with 112 emergency calls.
T. Maroščikas also represented 112 ERC in EU funded project “HELP 112” which was the pilot project on the design, implementation and execution of the transfer of GNSS data during an E112 call to a Public Safety Answering Point (PSAP). The aim of the HELP 112 project was to improve the caller location information transferred to the PSAPs. The main outcome of this project is that most of smart handsets run by Android and iOS operating systems deliver their location data to 112 ERC during the emergency call. Handset location information is up to 4000 times more accurate than the one provided from the mobile network.
B2B Communication Manager, SE Oro navigacija
Julija Čižienė is B2B Communication Manager at the Department of Strategic Development and Innovations. Mrs. Čižienė has a Master Degree in Business Management and Administration obtained at Vilnius University as well as long term experience in project management. Previously she worked for the national airline of Lithuania as well for the major country’s tour operator, having under her responsibilities implementation of new projects like loyalty programme and online booking tool.
Julija Čižienė joined Oro navigacija in 2017. Since then she is involved activities of the technological alliance iTEC and Data Link Service (DLS, path 1-2) projects. Since October 2017 she is SESAR PJ22 (SEabird – Validation and Demonstration Engineering) Work Package 3 leader (Maintenance of the Platform Development Methodology) and a task leader within the Work Package 2 (CNS Environment Evolution) of SESAR 2020 Project 14 (Essential and Efficient Communication, Navigation and Surveillance Integrated System), responsible for the task “Performance based integrated CNS”. She is also leading Oro navigacija’s Egnos Lithuania project.
Communications, Navigation and Surveillance (CNS) Service, SE Oro navigacija
R. Malinauskas joined ON in 1993. Since that he is leading numerous CNS-related projects at Oro navigacija, including CNS equipment deployment, maintenance and upgrades. He has certificates in Implementing Performance Based Navigation in ECAC, ATSEP testing training, Employee and employer social partnership training, ATSEP OJTI 1222 Course, ATSEP navigation, Global Navigation Satellite Systems, Management and leadership, Systems Safety Assessment for ATM system designers, Project management, Safety and Security, ATC Automation trainings. R. Malinauskas is contributing to SESAR PJ14 (Performance based integrated CNS task) and is task manager of Egnos Lithuania project.
Legal Officer for the European GNSS programmes, Galileo and EGNOS,
Directorate General for the Internal Market, Industry, Entrepreneurship and SMEs of the European Commission
Giedre Valentaite has been working on the legal aspects of the European GNSS programmes, Galileo and EGNOS, since 2008. Prior to her work within the European institutions, Ms. Valentaite worked as an associate lawyer in the leading law office Ellex Valiunas in Vilnius. She was advising clients on various commercial law aspects, in particular in the fields of regulated industries, such as telecommunications, aviation, gaming and pharmaceuticals, as well as EU structural funds. Before that, she was working as an administrator in the Ministry of National Defence, contributing to the drafting of the Law on Aviation.
She holds a Master’s degree (LL.M.) from the Central European University (CEU) in Budapest and Master’s degree (MBA) from the Rotterdam School of Management (RSM) in the Netherlands.
Space Science and Technology Institute
Domantas Bručas had received PhD degree in Vilnius Gediminas Technical University in 2008 since then lectures as an associated professor in Antanas Gustaitis Institute of Aviation. In 2010 joined Space Science and Technology Institute which works on research and development of small spacecraft and their systems; Unmanned Aerial Vehicles and their systems. Been one of the leading technical persons in development of one of two first Lithuanian Nano Satellites (LitSat-1). Works on research and development of UAV systems for both civilian and military applications. Had participated and led multiple R&D projects in field of UAS and their systems, Nano Satellites, aerial data processing etc.
Holds a Bachelor degree in Aeronautics Engineering, Master degree in Transport Management and PhD in Measurement Engineering.
is the EGNOS Service Design Engineer at the European GNSS Agency (GSA)
She obtained a Master of Science in space engineering at La Sapienza university in Rome in 2006. After working for the private sector as a GNSS R&D engineer, she joined the GSA in 2014;
is Market Segment Leader for ITS and Automotive at the European GNSS Agency (GSA) contributing to the implementation of actions to accelerate the adoption of European satellite navigation services such as Galileo in emerging road transportation segments, such as Autonomous Driving, Cooperative ITS, eCall or Electronic Tolling. Prior to joining the GSA, he held consulting and business development positions in the geospatial industry. Mr. Fernández-Wyttenbach has a Master's degree in Geodesy and Cartography from the Technical University of Madrid and the Swiss Federal Institute of Technology, complemented with an Executive MBA.
