Air navigation services
We provide air traffic management (ATM) and air navigation services (ANS) within the entire airspace of the Republic of Lithuania, also above the territorial waters of the country and the Baltic Sea, that are part of Vilnius flight information region. We organise and coordinate the aeronautical search and rescue operations, train air traffic controllers and execute other training activities.
Our work is public and transparent, we are constantly improving and seek to ensure the highest quality. The services of the enterprise are accessible to all service users and any discrimination defined under the legal acts of the European Union is avoided. When providing the services and implementing the activity of the enterprise we ensure strict compliance with the legal acts of the Republic of Lithuania, European Union, International Civil Aviation Organisation (ICAO), the European Organisation for the Safety of Air Navigation (EUROCONTROL), European Union Aviation Safety Agency (EASA) and other acceptable means of compliance (AMC), standards, international program requirements also take into consideration the expectations and suggestions of the service users.
Air Navigation Service Provide Certificate confirms that the enterprise provides the air traffic management and air navigation services within the airspace of the Republic of Lithuania pursuant to Commission Implementing Regulation (EU) 2017/373 as well as other pertaining Regulations, whereas Certificate for Air Traffic Controllers Training Organisation (ATCO TO) confirms that the enterprise is certified in accordance with Commission Regulation (EU) 340/2015 Part ATCO.OR and is entitled to organise trainings for air traffic control officers defined under the certificate.
Air traffic services (ATS) constitute the most important link in the air traffic management and air navigation service system chain, comprising air traffic control (area, approach and aerodrome air traffic control), flight information and warning services.
The enterprise is the only air traffic control service provider in Lithuania, providing the services to the airspace of 76,126 km2. Most of the services are provided to the aircraft crossing the airspace of the Republic of Lithuania in overflight. Oro Navigacija provides air traffic control services from four main Lithuanian airport aviation centres located in Vilnius, Kaunas, Palanga and Šiauliai. Area Air Traffic control Centre (ATCC) monitors the airspace above flight level (FL) 95.
The enterprise also provides airspace management (ASM) service, the purpose of which is to define the airspace structure for air traffic services, assign the appropriate classes to it, define or participate in defining special operations airspace and monitor it, to provide detailed information on special operations airspace status and allocation thereof to airspace users.
The enterprise provides air traffic flow management (ATFM) service, the purpose of which is to ensure safe, accurate and fluent air traffic flow, utilising the air traffic control services to the maximum, but without exceeding them.
Communication, navigation and surveillance (CNS) services are provided within the entire Vilnius flight information region. Communication, navigation and surveillance equipment allows to ensure the safety of the flights. We use only air traffic control equipment that complies with international standards and pursuant to national and international liabilities is under strict supervision of the enterprise air traffic safety electronic specialists holding special qualification.

In order to ensure flight safety, regularity and efficiency the enterprise provides flight procedure design (FPD) service allowing to guarantee air traffic service route preparation and definition, constant monitoring.
The enterprise quality management system is certified in accordance with the requirements of international standard ISO 9001:2015, whereas the enterprise anti-bribery management system is certified in accordance with international standard ISO 37001:2017.
