The Governance Coordination Centre (GCC), promoting good governance practices, has recognized SE Oro navigacija as a state-owned enterprise (SOE) that has best implemented anti-corruption measures. On 26 November 2019, Vidas Danielius, Director at GCC, and Egidijus Radzevičius, Deputy Director of the Special Investigations Service, presented Mindaugas Gustys, CEO of SE Oro navigacija, with an award for application of anti-corruption measures in governance.
Before granting the award, GCC carried out an evaluation of 51 state-owned enterprises in terms of corporate governance.
According to the evaluation methodology, four key areas were under consideration: anti-corruption culture and anti-corruption education; determining the probability of manifestation of corruption; reporting channels and whistleblower protection; and declaration of private interests.
“We aimed at developing an efficient system wherein efforts to combat corruption would matter for all employees of the enterprise, not just certain individuals. I am pleased to note that we have been successful and our efforts are appreciated”, upon receiving the award said Mindaugas Gustys, CEO of Oro navigacija.
At the beginning of 2017, a decision was made to implement an anti-corruption management system according to ISO 37001 standard at the enterprise. Over a few years, the internal legislation, the Rules of Public Procurement and the Rules of Procedure were amended, to foster the corporate community’s zero tolerance for corruption.
Currently, the enterprise is applying measures of financial and nonfinancial control, conducting staff screening and qualifications development as well as analyzing and mitigating potential corruption risks.
At the beginning of 2019, the enterprise became the first state-owned company in Lithuania to implement the Anti-Corruption Management System in conformity with the ISO 37001 standard, which was officially certified by a company accredited to provide services of certification according to the above-mentioned standard. Certification was carried out by the Italian company Certification S.r.l. accredited by the Italian Accreditation Body Accredia.
The Governance Coordination Centre annually compiles the SOE Good Corporate Governance Index. As the key tool for assessing the quality of SOE governance, the Index is compiled pursuant to the recommendations by the OECD, the Nasdaq Code of Corporate Governance, the provisions of Ownership Guidelines, Transparency Guidelines and the Selection Guidelines as well as other regulatory documents on the SOE activities and global best practices in corporate governance.
