Oro navigacija is taking another step on the way of becoming the region‘s innovation leader. Currently, the ANSP is implementing ATM modernization solution covering deployment of the Advanced Surface Movement Guidance and Control System (A-SMGCS) and the Air Traffic Management (ATM) system. After  successful on-site validation performed in May 2018, the A-SMGCS system, which can perfectly detect all moving objects on the territory of an airport, in prepared to be launched into operation.

The Advanced-Surface Movement Guidance and Control System (A-SMGCS) comprises a combination of systems that provides services to aircraft and vehicles in order to maintain airport throughput under all local weather conditions, whilst maintaining the required level of safety.  The A-SMGCS supports surface movement operations at an airport based on defined operational procedures.

The system includes crucial functions like Runway Monitoring and Conflict Alerting (RIMCAS) and           Approach Funnel Deviation Alert System (AFDAS). Functionalities of A-SMGCS (including the interface to AFTN - Aeronautical Fixed Telecommunication Network, AMHS - ATS Message Handling System and flight plan data processing and presentation), compared to the functionalities of the previous Tower Display System (TDS), are considered as a big step toward modernisation and increased efficiency of operations.

Deployment of A-SMGCS is a solid support to air traffic controllers  as it provides a representation of the actual aerodrome traffic on a display, independently of the line-of-sight connection between the Controller and the mobile; provides the position and the identity of all cooperative mobiles, within the Coverage Volume, irrespectively   of visibility conditions and the Controller’s line of sight’;  helps the Controller to prevent collisions between all aircraft and vehicles, especially in conditions when visual contact cannot be maintained; detects and indicates the position of potential intruders; supports  expeditious management of air traffic.

A-SMGCS is already deployed in the airports of the United Kingdom, France, Switzerland, United Arab Emirates and other countries.

During A-SMGCS validation and site acceptance tests at Vilnius aerodrome, the real-time data of Vilnius, Kaunas and Palanga radars, SMR and MLAT were being received and processed by the system. Safety Nets, RIMCAS and AFDAS functionalities were tested by using simulated traffic. The new system is acknowledged as  suitable.

In the first phase of the project on the ATM modernisation,  the system  will be initially used only for Vilnius aerodrome guidance and control purposes. Further, A-SMGCS will be integrated with the new ATM system, to ensure the most advanced flight data processing and dynamic airspace management and to provide technical conditions for safe and efficient air traffic service provision in the upper airspace. After the integration the ATM is to provide complete flight trajectory to the A-SMGCS, this way enabling  provision of both Vilnius aerodrome and  approach services. The ATM system deployment and integration with A-SMGCS is due in July 2019.

The project on the A-SMGCS deployment is implemented with support  of the Innovation and Networks Executive  Agency, INEA (mandated by the European Commission). The total value of this project is 2.820.000 Eur, 44.5 per cent is financed by INEA, the rest by Oro navigacija.  

On the 7th of October 2016 Director General of SE Oro navigacija, Algimantas Raščius, signed an agreement with the Innovation and Networks Execution Agency, INEA (mandated by the European Commission), on a €7,93 million partial funding to projects of the enterprise. It was a culmination of the work started a year ago, in response to Calls for Proposals common to all European Union aviation companies. In July of this year INEA’s Coordination Committee evaluated positively both applications submitted by the enterprise.

The first one – for the project on “Implementation of the Air Traffic Management System” aimed at deployment of the next generation air traffic control system – is of special importance to implementation of the Baltic Functional Airspace Block Programme. A single technological solution for air traffic control will allow to increase safety level, airspace capacity and flight efficiency, to reduce delays and environmental impact and will also make the flight path shorter.

Another application is for the project on “Modernization of the Aerodrome Surface Movement Guidance and Control System” aimed at enhancement of the aerodrome surface movement guidance and control system currently operating in Vilnius aerodrome, in order to supply air traffic controllers with full information on movement of aircraft and special vehicles in the aerodrome.

The implementation deadline for both projects is 2019.

Good news from Brussels

The good news about the investments under Connecting Europe Facility (CEF) is that about 7.93 million euros have been foreseen for the projects of our enterprise upon positive evaluation by the Coordinating Committee of the applications submitted by the enterprise.
In 2015, with the aim to receiving partial financing from the EU, the SE “Oro navigacija” submitted applications for two projects. The first application is related to project “Implementation of ATM System”. The project for the implementation of the new generation ATM system is of particular significance for the implementation of the Baltic FAB Programme.  The unified technological solution will allow to increase the safety level, airspace capacity and flight effectiveness, and to reduce aircraft delays, distances to be flown and emissions.
The second application is related to project “Modernization of the Advanced Surface Movement Guidance and Control System (A-SMGCS)”. The aim of the project is to upgrade the A-SMGCS currently operated at Vilnius Airport.
