FAB Initiative through Social Dialogue

On 17 January 2012 employees of SE “Oro navigacija” gathered at a meeting, the subject of which was ‘The Single European Sky: Challenges, Social Dialogue, Problems and Perspectives’.

Adviser to Director General Vidmantas Kairys, who conducted the meeting, emphasized the importance of social dialogue to implementation of the Baltic Functional Airspace Block (Baltic FAB).

The progress of implementation of the project and the future objectives were revealed by Deputy Strategic Development Director Vaidotas Kondroška. After the preparatory work to be completed by Lithuanian and Polish specialists, the Baltic FAB will have to start functioning as a real mechanism no later than the 4th of December this year.  The audience of the meeting was especially interested in the FAB management scheme and principles of contractual cooperation. It has been envisaged that the models of air navigation service provision currently existing in Lithuania and Poland will remain until 2014 inclusive. From 2015 application of the joint unit rate of air navigation service provision may start, further Baltic FAB development and closer cooperation may occur.

Speaking at the meeting, Mr Kairys familiarized the audience with agreements on the Baltic FAB, the scheme and principles of its management.

Strategic Development Director Kazimieras Jakas reported on the EU legal framework regulating the Single European Sky activities. In accordance with the EU regulations, more than 10 agreements and other normative documents related with the Baltic FAB establishment will have to be drawn up and submitted to the European Commission before the 24th of June.

Employees’ questions were answered by the speakers and heads of the enterprise. It has been decided to arrange such meetings at least once a quarter, and if necessary, more often.
