Provision of air traffic services (ATS) is an integral part of civil aviation activities of any country. In Lithuania air traffic services are provided by:


  • Vilnius Area Control Centre;
  • Vilnius Aerodrome Control Centre;
  • Kaunas Aerodrome Control Centre;
  • Palanga Aerodrome Control Centre;
  • Šiauliai Aerodrome Control Centre.


Air traffic services include: air traffic control services (area, approach and aerodrome control), flight information services (aerodrome flight information services, in some aerodromes automatic terminal information services) and alerting services.


In accordance with the airspace classification air traffic services are provided in the airspace over the territory and territorial waters of the Republic of Lithuania and over the Baltic Sea high seas which comprise the Vilnius Flight Information Region (FIR).


High quality of the services is guaranteed by qualified specialists and the up-to-date ATC system meeting the international standards. Quick upgrade of the ATC equipment started after the Restoration of Lithuania’s Independence. New opportunities were opened by implementation of the THOMSON radar system: due to the increased quality of the air navigation services Lithuania’s airspace became more welcoming to the airlines. In 1994, for the quick upgrade of all ATC processes the then State Air Traffic Control Service was awarded ICAO 50th Anniversary Medal of Honour.


A decade passed and further increase in traffic volume and growth of requirements for air traffic services as well as the world practice in ATC equipment modernization spurred on a new project. A modern automated ATC system EUROCAT X supplied by the French THALES company has already been operating for about two years in Vilnius Area and Aerodrome Control Centres, while the equipment of the previous generation EUROCAT 200 still meets the needs of Kaunas and Palanga centres.


Air traffic control is supported not only by radar surveillance but also by the so-called electronic STRIPs due to which air traffic controllers can see on the screen all the most important flight-related data, including the flight number of the air carrier, aircraft type and speed, names of departure and destination aerodromes, factual and cleared flight level, applicable flight rules, secondary surveillance radar code and etc. All the graphic, radar and planned information, including the changes, can be seen on two coloured screens. One of them gives the radar information on all the aircraft flying the Lithuanian airspace, the other – on each individual flight (flight plan).


The system is connected to the world aeronautical fixed telecommunications network (AFTN). Also operating are the voice communication system, UPS equipment and time-counting system.


In 2006, a high-cost investment project “Replacement of the Instrument Landing System for Vilnius Aerodrome” was implemented, which by major part was financed from the European Union funds. At the end of the same year, the on-line data interchange (in accordance with the EUROCONTROL OLDI standard requirements) between Vilnius Area and Aerodrome Control Centres and the centres of Minsk and Riga was implemented which facilitated the work of air traffic controllers. In the near future the similar system will connect the air traffic control centres of Vilnius and Warsaw.
